Executive Summary

The project consists of the development of port, it’s facilities and a refinery at or thereabout in the province of the province of Campeche in Mexico. The purpose of the project is to enhance the economic development of the central Mexican coastal region in general and to service the offshore oil exploration in the Gulf of Mexico in particular by providing an offshore supply base and supporting services with capacities to handle supplies for offshore drilling and some dry cargo (general and bulk) and containers, a regional oil storage hub and a refinery.

500 MILLION BBLS CRUDE OIL TANK STORAGE

There is a huge demand in the Gulf of Mexico region for crude oil storage facilities. There are no adequate storage facilities available at present either from USA or Mexico. Our project is strategically located where there are around 27 off-shore oil blocks. Each tank will have 200,000 bbls capacity with floating roof

OFFSHORE SUPPLY BASE (OSB) WITH WAREHOUSES AND TREATMENT PLANTS

The OSB will serve vessels engaged in providing vital support to offshore oil & gas exploration and production activities along the Gulf of Mexico and calling at Mexican ports for support and logistics services. This project will be responsible for providing warehousing, workshops, offices, canteen, and restroom facilities, as well as equipment such as cranes and other rubbertired equipment to operate the facility. 1

SEA PORT WITH 24 BERTHS

We propose to build a seaport with 24 berths. This port will help meet the current demand posed by all the oil majors operating in the Gulf of Mexico. There are 2 ports operated by the Mexican government in the region now • Offshore Supply Base (OSB) with warehouses and treatment plants • Terminal facility for loading/unloading Suezmax & Afromax vessels 1

OFFSHORE SUPPLY BASE (OSB) WITH WAREHOUSES AND TREATMENT PLANTS

The OSB will serve vessels engaged in providing vital support to offshore oil & gas exploration and production activities along the Gulf of Mexico and calling at Mexican ports for support and logistics services. This project will be responsible for providing warehousing, workshops, offices, canteen, and restroom facilities, as well as equipment such as cranes and other rubbertired equipment to operate the facility. 1

PETROLEUM PRODUCTS TANK STORAGE

We propose to build 4.5 MM bbls tank storage for petroleum products to cater export/import of gasoline, gasoil and fuel-oil. This facility will be attached to the seaport at Campeche along with a terminal and a local distribution tanker terminal. 1

OFFSHORE SUPPLY BASE (OSB) WITH WAREHOUSES AND TREATMENT PLANTS

There will be a terminal built to Suezmax & Aframax vessels that are servicing all the oil majors operating in the region. There is already a huge demand in the area as there are very limited terminal facilities catering to vessels which are Suezmax 1

OIL RIG REPAIR & MAINTENANCE FACILITY

Due to the huge number of oil rigs operating in the region, a repair & maintenance facility is ideal to cater to the existing demand 1

TANKER TERMINAL

There will be a tanker terminal with 12 bays to provide local supply of petroleum products. This will boost local trading activities in the region. 1

OIL REFINERY – CAPACITY OF 400,000 BPD

United Petro Group is planning to develop a 400,000 barrels per day (BPD) Greenfield refinery is a major development, especially within a broader petroleum and petrochemical complex in the Gulf of Mexico, Mexico. Greenfield projects like this typically involve constructing a brand-new facility from the ground up, which can significantly impact the region's economy, energy sector, and job market. The location in the Gulf of Mexico is particularly strategic for a refinery due to proximity to important oil reserves, shipping routes, and the potential for offshore oil exploration. This type of project could have a substantial impact on both Mexico's domestic energy supply and its export capacity.

PETROCHEMICAL COMPLEX

An ambitious and major project! United Petro Group is planning to establish a large-scale petrochemical complex in the Gulf of Mexico could provide significant benefits, especially in terms of economic growth, energy production, and industrial development. The region is well-known for its existing oil and gas infrastructure, which would complement the development of a petrochemical hub. Such a complex would likely involve the production of a wide range of petrochemical products, such as plastics, fertilizers, chemicals, and other materials that are crucial to various industries like construction, agriculture, automotive, and electronics Indeed, the addition of a Naphtha Cracking Unit (NCU) would be a pivotal component of such a large-scale petrochemical complex. Naphtha cracking is a key process in the production of ethylene, propylene, and other valuable by-products like benzene, toluene, and xylene, which are essential raw materials for producing plastics, synthetic rubbers, and other chemicals. Here's how this fits into the broader scope of the project.

Common Facilities

We provide various utilities which are essential for maintaining daily life, supporting infrastructure, and ensuring the health and well-being of residents. The main types of utilities typically available in townships include:

Water Supply

  • Potable Water: we will provide centralized system for delivering clean, drinkable water to homes and businesses. This system includes water treatment plants, pumping stations, and distribution networks.
  • Water Distribution: The water is transported through pipes to households and public spaces. Water might be sourced from wells, boreholes, or local bodies of water.
  • Water Quality Monitoring: Regular testing ensures that the water supply meets safety standards.

Electricity

  • Power Generation: In townships, electricity might come from local power plants or be supplied from a national grid. Some smaller or rural townships may rely on alternative sources like solar or wind energy.
  • Power Distribution: Power lines and transformers distribute electricity from substations to homes, businesses, and streetlights.
  • Backup Systems: In some townships, backup generators or community-driven solar power systems may be in place to ensure a steady electricity supply during outages.

Sanitation and Waste Management

  • Sewer Systems: Our Infra developments &  townships are connected to a central sewer system for wastewater removal. This includes pipes that carry sewage to treatment plants for processing and safe disposal.
  • Septic Systems: In areas where centralized sewer systems aren’t available, homes may rely on septic tanks to treat wastewater locally.
  • Solid Waste Collection: We will have regular waste collection services to pick up household waste, recyclables, and sometimes organic waste. Larger towns may have recycling programs or facilities to separate waste.
  • Waste Disposal and Treatment: In many areas, landfills or incinerators are used for solid waste disposal. Some townships may have recycling centres or composting programs.

Natural Gas

  • Gas Supply: Natural gas is supplied to townships for heating, cooking, and sometimes for electricity generation. The distribution system includes pipelines that deliver gas to homes and businesses.

Competitive Analysis

This project does not have any competition as there are no large ports in the region, neither in Mexico nor in USA. There are 2 ports owned by the Mexican government which are currently struggling to cater the demand of crude oil tank storage and the off-shore supply base. Therefore the oil majors are keen to sign up with us along with definite schedules.

For example, BP is ready to sign now for crude storage facilities but the schedule of delivery for the storage facility to BP will be in 3 year’s time. They also require an Offshore Supply Base. We will be able to pre-sell our oil tank storage facilities and build the same later to meet their requirements. These are contractual obligations; therefore we should have a financial closure accordingly.
